2.Go to Adjust>>BLur>>Gaussian Blur. Set the radius to 1.00

3.Create a new raster layer and fill it with #0553AB then set it to Exclusion at 40%

4.Go to Layers>>New Adjustment Layer>>Channel Mixer and set the properties to

and set that layer to 66%

5.Create a new raster layer and fill it with #A4EAF4 and set it to burn at 56%.

6.Go to Layers>>Merge>>Merge All (flatten)

7.Fianlly go to Adjust>>Sharpness>>Sharpen.
