ms paint vector

Start with a new document on MS paint

draw two circles, one larger and then one smaller
make them connect like shown above; make sure that you select the full filling

Now draw two different colored circles starting at the points shown.

Select the line tool and draw several lines dripping down, 4-5 will do.

To make the lines thicker, draw another line next to the ones that you have already created.

It is fine if the ends are not rounded

Select the paint tool and select the thickest circle.

Now touch up the ends making sure they are round; this is easier if you zoom.

Still with the paint tool add dots at the end of the drips.

Color the background and here is your final product.
